Extended Device Discovery's (XDD) design, is to report machines it finds on the network that do not have LANDesk CBA loaded.  When a machine is discovered by an XDD agent, the agent will try and ping CBA.  If the discovered machine does not respond, then XDD will report the machine to the core server as an Unmanaged device.

What can cause CBA to not respond?

    Firewall blocking the CBA port

    LANDesk resident agent Disabled

LANDesk resident agent is in a bad state

How to tell a machine was discovered with XDD vs. UDD

There is a column named ARP Discovered. True is XDD discovered, false is UDD Discovered.

Is there a way to make XDD and UDD act the same and not report devices that are in the database but CBA is not responding?

Yes, you can create a file in the managementsuite directory called XDDFiles2DB_Ignore_Managed with no file extention.
