    BITS downloads fail on Windows 10 and Server 2016


    When checking the downloads folder on the client you will see a GUID folder (relating to the package) but it will be empty or contain a zero byte .tmp file.


    C:\Program Files\AppSense\Management Center\Communications Agent\download\{GUID}\BITxxxx.tmp


    The Bits event logs may also show the following


    BITS stopped transferring the ***JOB_Name*** transfer job that is associated with the http://***URL*** URL. The status code is 0x800706D9.



    It appears that for BITS downloads to work on Windows 10 / Server 2016 the Windows Firewall Service needs to be running.


    This issue appears to be specific to Windows 10 / Server 2016 and will also affect any other service that utilizes BITS. (Eg. Windows Updates)
