Folder Redirection fails for users on alternate logons. For example:

    1. User will login for the first time
    2. Folder Redirection will work as expected
    3. User will logoff
    4. User will logon for the second time on the SAME endpoint
    5. Folder Redirection will fail
    6. User will logoff
    7. User will logon for the third time on the SAME endpoint
    8. Folder Redirection will work again

This cycle will continue to occur infinitely

The reason for this behaviour is due to the Windows Fast Logon Optimization feature, which can be configured for Domain and Workgroup members. It allows for shorter login times by applying Policy setting asynchornously when the computer starts and when the user signs in. As a result, machines do not wait for the network to be fully initialized at startup and sign-in and because this is a background refresh, options such as Folder Redirections take two logons to apply changes.

Fast Logon Optimization is always off during logon when a user first logs on to a computer which is why the folder redirection always works for the first logon.
In order to resolve this issue you will need to disable the Windows Fast Logon Optimization feature.

The links provided below outline how this can be done.
