Emulation license server gives out multiple license's for a single device because devices have multiple network interface cards and so multiple MAC addresses.
On emulation license server Web console (http://localhost:4420) one can see multiple MAC address from single device.
There are three active MAC addresses on single Panasonic FZ-M1 device (Bluetooth, cabled network and WiFi) and each of them gets emulation license from license server.
Device multiple MAC Addresses are visible in Emulation License Server web console under Licenses menu section.
Panasonic FZ-M1 device had license entered manually not automatically by emulation license server.
Emulation license server IP address in global emulation parameters of Telnet client was not configured at all.
Emulation license server HOST NAME in global emulation parameters of Telnet client was incorrect.
After configuring correct IP ADDRESS of Emulation License Server in global emulation parameters of Telnet client on device only one Telnet CE emulation license was assigned automatically by emulation license server to TE client device as designed.

TE is licensed by the client not MAC address assignment. You should not see automatically assigned TE licenses for each MAC address present on device.
This can be quickly checked in Emulation License Server Web Console under Licenses section.
Navigate to Emulation > Common > License Server Address
- Set the address to be the IP address of where you installed the Emulation License Server
Click Save to Save your settings
