You have been successfully persisting Windows 10 pinned start menu items but since upgrading to Windows 10 Creators edition (1703), Pinned Start Menu Items are no longer being restored even though the Start menu database file (vedatamodel.edb) file is being captured correctly.

With the introduction of Windows 10 Creators Edition (1703), Microsoft have made changes to how the start menu is handled.
There in now a new Registry key that, amongst other things is used to register the pinned start menu actions.
The new Registry key is 'HKCU\Software\Microsoft\Windows\CurrentVersion\CloudStore'.
This registry key will need to be collected as this handles the applications users pin to the start menu. However, there is problem. After testing, this registry key cannot be added to Personalization. This has been tested and currently doesn't work correctly with Personalization. This something that is being investigated by our development team.
As a work around for the issue we recommend creating a hive action to hive the key 'HKCU\Software\Microsoft\Windows\CurrentVersion\CloudStore' in and out at user log on and log off.
The logon hive action needs to be added as a Desktop Created action.
