Incoming Emails are getting created as new Incidents but not added as "Incoming Email" in the Activity History

    Details

    Whenever a new email is sent to the email-mailbox where an email listener is configured then a new Incidents get created but no "Incoming Email" record can be found in the activity history. Also the attachments are lost.

    In the emailservice.frslog the following error can be found:

    Resolution

    1. Open Control Panel -> Clock, Language, Region -> Region and Language
    2. Change the format to "English (United States)" and apply
    3. Change to tab "Administrative" -> "Copy settings"
    4. Enable checkbox "Welcome screen and system accounts" -> OK
    5. Reboot the server
