IPCM server behavior is abnormal due to high CPU usage.
If there is high CPU usage, it can impact the ability for the IPCM application to respond at all or in a timely fashion.
Check the Performance tab in the Task Manager and verify the process(es) that are consuming the CPU. Evaluate the process(es) and see if it is something that can be restarted without affecting IPCM further.
In order to remedy the issue the CPU usage must be addressed to provide a beneficial balance between the needs of the IPCM system with the load it will run and the applications running on the IPCM server that are a part of the OS functionality.
It is recommended that the IPCM server be dedicated only to the IPCM application.
