ProblemWith Windows Shell shortcut creation set to "Merge with unmanaged shortcuts", not all of the unmanaged shortcuts appear on the desktop or in the Start Menu.
CauseIn the user registry the NoCommonGroups Dword has a Value set to 1 , the Dword Value can be found under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer.
The behaviour can also be checked in a non RES Workspace Manager session.
Normally your users Programs Menu in Start Menu should contain all items from the All Users profile and all items from the users`s profile. If the mentioned registry value is set to 1 the All Users items wont be merged in the users Start Menu.
Tip: To see the Program menu items in the All Users profile, on the system drive, go to ProgramData\Microsoft\Windows\Start Menu\Programs
Behaviour applies to RES Workspace Manager 2011 SR2 or higher
SolutionIn the user registry the NoCommonGroups Dword should have the Value set to 0 ,the Dword Value can be found under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
If the NoCommongroups Value is set to 1 you will have to check where you configured the Value to be 1.
You could check the following Group Policy Object :
User Configuration > Policies > Administrative Templates > Start menu and Taskbar -- > Remove common program groups from Start Menu
If this configuration is set to Enabled please set it to Not Configured.
