Windows 10 Start Menu does not respond after the logon is ready

    Problem

    After the logon is ready, the user cannot use the Start Menu. The user clicks on the Start button but nothing happens.

    The file location shows that all items are populated: C:\Users\%username%\AppData\Roaming\Microsoft\Windows\Start Menu\Programs

    The user is able to start applications if keyboard shortcuts are used.

    Cause

    The issue is caused by an obsolete method to save cookie roaming. Previously Ivanti published a knowledge base article to save cookies by following a certain procedure, one of the steps is adding the registry key restorecookies=yes.

    This solution triggered with the registry key influences the Start button.

    Solution

    Remove the registry key and implement the new method of saving / restoring cookies.

    This issue has been seen after the upgrade to Windows 10 1703 or Windows 10 1709.
