There can be several causes for this.
Does your configured Power Scheme actually save more power than the power scheme that is already configured on the device?
Compare the settings you have created with the Windows Power Policy currently in place on the target computer(s). See http://community.landesk.com/support/docs/DOC-6859 for further information about Power Policy information in Inventory.
Have you configured your Power Scheme to only take place during one time slot in the day?
For instance, if you configure a computer to go into Hibernate after 15 minutes of inactivity and set it to run only at 8am, the computer will only go into Hibernate after 15 minutes of inactivity between 8am and 9am. Carefully review your Power Policy settings and make sure they take into account the entire 24 hour period that needs to be accounted for. This will need to be reviewed for each line in your policy.
Has the DefaultUsageTable.xml been modified so that it doesn't correctly account for periods of inactivity?
Make sure that the DefaultUsageTable.xml has not been incorrectly modified.
