WPEUtil runs in a WinPE environment, I do not know how LANDave wanted to put it into practice..
On the other hand I can propose to you to modify directly the registry of your wim files once and for all so that the keyboard passes in French.
The procedure is already described here:How to add a specific keyboard to the BOOT.WIM
In simplifying you must:
Mount your wim (boot.wim or boot_x64.wim) => In the directory "C:\Program Files (x86)\LANDesk\ManagementSuite\landesk\vboot" on your core server.
Load hive
Edit the key
Unmount and commit your wimVery careful with the modification of wim, I advise you to work on copies
Don't forget you must redeploy the PXE Represantatives or at least their wim, and restart the entire process if the core is updated.
