A couple of ideas of the top of my head:
1) Be certain the scheduler service is running with an account that is an admin on the core.
2) Check the global scheduler logs that get modified when you start a task. The logs can be found in the managementsuite directory. Just sort by modified date, and post the logs that get modified.
3) Check the scheduled task log that gets updated in managementsuite\log directory and post that too.

Regarding admin -- yes, it's set correctly. After all, the task completes successfully just by resetting the package hash, and our other tasks work as well.

We have strange goings on with tasks since SP1, Some Tasks sit in active for hours and I found that its taking 1 minute per file to hash - doesnt seem to happen every time and is intermitent. They do start eventually (sometimes), but is very anoying as we are not sure if they are going to work or not.
I've opened a case.
Since nobody seems to have an obvious fix then I would suggest you get yourself up to service pack 2 which is the current service pack. If the issue still exists then you can get this logged with LANDesk and properly supported because you will be at the latest SP level.
