1) From the Gateway Service tab, change logging to normal or none. Click save.
2) Go into firewall settings, change firewall status, click save, change status back, click save again (i.e. if firewall is enabled, change to disabled, click save, change back to enabled and save again).
3) Now click on the Gateway Activation tab, click on activate e-mail again.

It is liked caused by old bug: cr00001727
Once you activate for the first time the issue doesn't come back. It only originally occurs if logging is changed prior to first time activation.
We'll revisit the issue in house.
