Sooo... I finally found what's wrong and how to deal with that. The answer is "uninstall Forticlient software"...
The Forticlient software appears to be a network control piece / software firewall. What you're seeing is a symptom of that software blocking the ports or processes we are using to try to communicate with the core server. Removing the piece should allow it through as you noted, but if you want to continue using the network control software, you will need to configure it to allow all of our ports and traffic through.
