Please go into Administration and go to privileges of the HelpDeskTech Role.
Expand Configuration Components and double click on Configuration.
Allow Execute rights to "Administrator"
Perform an IISReset on web and App server and now this should work for those user in this role.
If you want your analysts to only be able to change certain attributes of the users information then you may consider doing the following:
Create a new window for Analyst and End User under System in Window Manager. Go to each attribute that you want to to mark as read only and select properties and select the protection level of Read Only. Then Save the window.
Now create Window rules for the Analyst and End User window and assign these windows to a specific role.
