I only know 2 workarounds. Create a Crystal Report instead of a Query or build the Query on IncidentManagement/Incident and use
the preview view on the Incident if you need the attributes from Closure.
I don't know a better way. Sorry :-(
Or...Just as a thought...
Create a Calculation on Incident and/or on Closure.
The Calculation can give you the "Latest" Creation Date.
Use the result of your calculated attribute to sort your query.
Creating calculations will be pretty good idea. !!!

Yep. My solution was creating a calculation.
Value = Incident.Closures.Latest().CreationDate
