I only had 2 variations - categories that Administrators see (so I could use them for automatic actions in processes) and all the others. So I just stuck a boolean on the category object and filtered on that.
As to how to do it that different support groups see only overlapping subsections of the category list - I think the documentation tries to tell you how to do this, but it made no sense to me when I did read it.
I tried reading the documentation on this area too but like you I was left a little confused by it, so I thought I'd try my luck here.

Not exactly what you want, but it tells you how to allocate categories to support groups. All you need to do then is to determine the correct filters :-)
