/v:13 to your command line and check the scanstate.log in the current directory that it is launched from to see if USMT is actually producing the error or LANDesk is
also you may need quotes in your command line section for "Program Files" or you could possibly use Windows Env. %%ProgramFiles%%
I was able to get this working by adding the directory that contains USMT files to the working directory field.
We had this issue and I believe that the MCP for OSD resolved this problem. It apparently was some known issue with the "execute file" action that was resolved in the patch
I keep getting error 27 with the following info:

Has anyone run into this? I have given that share wide open permissions to write/create and it still does not work. Is scanstate.exe being run as a specific user within provsioning? System maybe?

Provisioning tasks are run from Local System
Everytime i've gotten an error 27 i was able to resolve it by changed the assigned drive letters to something else. For some reason it was saying there were duplicate network drive connections. If that doesn't work, i'd open up CMD as the local system accound and see it you can connect to your drive location.
