This is something that my techs have been reporting to me. I thought it was just because they were using the wrong column set but perhaps it is a real problem. I am using ver9 sp1
This is due to the scope the user has placed on them. Scope refresh happens on a set time interval. In LDMS 8.8 that was one hour with no way to change it unless the admin manually refreshed the scoped. In LDMS 9 there is now a RBA right called scope refresh that can be assigned that will allow the user to refresh their own view. When assigned this icon will show up as the right hand icon a top of network view(this will require the user to log out of the console if they are current logged in when the change is made)
I found the "Refresh Scopes" listing under "Effective Rights" in the properties for the user in User Management. There is an "X" in the "Edit" right, but when I click on the X to toggle it to a check, it has no effect as the help indicates it should.
I also tried doing this to the default LANDesk Management Suite group with the same result. Am I going about this correctly?

Take a look at the attached screenshot. You need to double click the role you want to modify, and then double click the right you want to change.

That did it. I guess it is a bit less granular than I thought. Looks like if I want to tailor rights on a per user base, I am going to have to create individual roles,
