Unfortunately yes, this
behavior is by design where it will only run All devices once the
Repeat box is checked. I believe when it was originally designed it was
done so with the thinking that it would be used for things like a
script to run an Inventory Scan every day. However, it would be useful
to be able to repeat a task every day/hour and only have it run the
failed machines (or other behavior). I did some research and we already
have an Enhancement Request submitted for this issue. The ER# is 83116.

Is this a software distribution then? If so you can set up a prerequisite query so even though it will constantly retry all machines, it will not execute anything on the ones that already have it installed.
I created a prerequisite query to work around this issue.
