Just ran into the same thing. In my case this was caused by someone on our team moving the image files when they did a new capture and didn't update the OSD script for the new image file location. Hope that helps

the error in log is stating that this path does not exist or cannot access it:
when it is stuck, can you open up the command prompt (go > open new console) and manually browse there and see if that file is there and accessible?
That was it. The new image was moved to a different location.
