Are you logged in as a LANDesk Administrator or someone with License Monitoring in your Scope? Is this missing for others or just for you?
If it is missing for others, perhaps something is wrong with your license. LANDesk support can check what your license entitles you to.

I am logged in as administrator and i am not a member of a special scope.
I think i have to contact landesk support (could you please tell me the mail adress? i am not able to open a case because of the basic paket for support...)
