    Winbuilder script for Win7PE_SE

Untested, only in a virtual PC.  Seems like it should be ok though for anyone who may be interested.  Note, this does not require the VB dll file like my XP script did, however I tested this in the Win7PE_SE default script which has the MS Visual C++ Runtimes already checked (under components).  Also, the XP script relies on a batch file and a "wait" command to wait for network services to start.  I have this one set with a dependency on dot3svc.  Honestly, not even sure what loads this but I noticed this service was loading last during boot so I conveniently used it as a dependency.  I hope it works for everyone.  Sorry I dont have time for full testing at the moment..
