I haven't seen a way for a popup, but what we do instead is set the wallpaper for the login screen to be a red one with provisioning text as part of it. One of the last steps in our provisioning is to reset the wallpaper back to a defualt windows one and reboot the machine. Then our users know it's done. Hope that helps.
Wow I use exactly the same method but only for windows XP.
For Windows 7 I still did not succeed to change the default wallpaper for all users and default users too. Do you have a solution?
We only change the login page wall paper. It is set in our image that is in audit mode. To disable the provisioning wall paper and allow the default one to be used. we push in the below registry entry.
