Look at this script (as provided by LANDeskWizrd in http://community.landesk.com/support/thread/18391?tstart=15) to clean the taskqueue on the client. You could add a taskkill to kill msiexec too, if that might be hanging.

Exacrly which MCP's have been applied? Some of them had this error. Any reason not to upgrade to sp3?
We have applied LD90-SP2-MCP_OSD-2011-0321.
Actually, we're decided to upgrade the SP3 in this month.
Just not ready to start yet.

Definitely an issue of not having all of the MCPs installed, this is a known issue that was addressed in the SD MCP. (Not that I am recommending applying the MCPs) Best bet is upgrade to SP3 asap.
