it is a shame that the query builder can't set a criteria on an int < 0.
However you could copy the colour number into a string field (Mr. Trigger is your friend) and check on that.
Just a thought, I'm not sure what all the values are, but could you use the "Is Less than" or similar instead of having to use the red value explicitly?
So for example, if Green was 2345 and Orange 1234 and Red -65536, then using criteria Colour Is Less Than 2345 should work fine?
Do the colours correspond to certain percentages? If Orange was at 75% and red 100% for example you could do where (escalation point - action - action time = 75 or action - action time = 100) and where escalation status = expired. Just gave this a very quick test and it seems to work ok.
If there isn't a set percentage time that you can pick perhaps you can do similar by using a dummy notification that includes the word "orange" or "red" in the summary. That may also work.

I tried Karen's suggestion cause that the one which I can try without any tricks/triggers/calculations ;-)
Jenna's idea is also a good one but it will not work cause orange has a minues value and red too.
And if I want to ask only for orange or red (which are both minues values) it will not work :-(
So I tried Karen's suggestion but getting these error message (maybe a specific oracle BUG?!)

I also tried setting the min and max values on the Colour attribute under Process Mgmt, but that made no difference.
If it helps, you no longer need the "Is Breached?" criteria. Sounds like it's complaining about the number of criteria...
It is not a known issue. We did have a similar error reported once which the customer felt was caused by adding grouping but they didn't want to investigate it further and we couldn't replicate it. I notice you have grouping on the query, does the query work ok if you remove that? Do you have any advanced criteria set on the query?
