I used LANDesk Management Suite trial 22.214.171.124 (activate for 45 day) and Windows server 2003 R2 SP2.
The error you're getting is showing that you're not under an active license. Are you past your 45 day trial time? if not, you should try to reactivate the core server.
How can I reactivate the core server please?

On the Core:
START -> PROGRAMS -> LANDesk -> Core Server Activation.
As for if you've gone past your 45-day trial, you can contact LANDesk sales reps and ask them if they could/would create a temporary license for you. Usually this is not a problem if within reason (i.e. another 45-days or so).

I activated license already and the license's not expire. What 's this problem related to or i'm missing something?
You could check the time and date on the server. I have seen this where a license was not yet valid due to a time / date difference.
