Assuming you are running LD9 and service pack three there is a post-SP3 component patch that may address your issue. You can request this via LANDesk support.

Mark is right this is a defect in LDMS 9.0 SP3 which is fix with a patch.
The defect reference is TFS30652. This is cause by ISSUSER.exe.
So you can just request the patch LD90-SP3-CP_RC-2012-0605 through support with your error as a justification.
Or the workaround is to simple use the issuer.exe from SP2. see \\coreserver\ldmain\backup\sp2\...
You should now be fine with a workaround until you get the patch through support.
