are you sure, that your parameters are correct?
I found on SUN page this:

My reg key at the end removes the automatic update feature which it enables by default
It appears the switches have changed with version 6 aka 1.6
/s ADDLOCAL=ALL EULA=1 REBOOT=Suppress /L C:\jre.log
This will do a full install, Update any existing installations, prevent EULA from prompting user, Will Not Reboot, Write log to C:\jre.log

I removed the JavaUpdate=1. This setting will only update existing installs and skip ones without it.
here are the switches I use.. Works fine for me in a SWD package or directly deployed as a EXE package...
/qn ALLUSERS=2 IEXPLORER=1 MOZILLA=1 AUTOUPDATECHECK=0 JU=0 JAVAUPDATE=0 WEBSTARTICON=0
Looks like your command line is missing the forward slash for the "qn" could that be it?
should be /qn, unless that's a typo ..
