I'm getting the same error also. This is happening in a provisioning template as it reaches any of the Software Distribution packages in the template. I'm very interested in finding a solution to this, please post the solution when you resolve this issue.
Have you tried to reset the package hash? If the installer files were modified in anyway, this is usually the error you get. If you go to distribution packages, right click on the package in question, you'll get the "reset package hash" option.
I am getting this error when trying to push the package on Newly Installed Win 7 machine.I think the problem is with the Image Script.Packages are working fine with Old machines.

What version of LANDesk & SP are you running?
When are you trying to send packages? During OS Provisioning or after the machine has been installed?
Have you installed a full LANDesk agent during provisioning or just the basic provisioning agent?
Have you looked at the logs to find out what file it thinks is missing?
