No, but you can have them log into the console using different accounts. For remote control it is important that the account you assign the rights and scope to is the same that they use when logging into their PC. The other account would be the one you assign the software distribution role/scope to. This isn't dissimilar to admin/non-admin accounts that many organisations use.
The only other way is to use Windows Security for remote control and that way access is control by the local remote control operators group. This way, the role decides if they can RC, but the scope is not what controls RC access rights.
