I just noticed that it appears Power Management has been removed from LD Management Suite since our upgrade from 9.0 to 9.5, now I see that is has been broken out to a separate product - LANDesk Power Manager - did I miss the notification or announcement regarding this change? We used the Power Management feature quite a bit, not sure what we are going to do now. Didn't see any discussion regarding this, so I figured I would bring it up...
Power Management is still part of the main product in 9.5. Is it missing from all consoles including on the Core Server? Have you checked role based security to make sure it is available as an option?

Update - State Notifier now detects machine and user Idle states
I hope it's just an error, but I looked through the console (on the server and remote) and I can't seem to locate any Power Management tabs or consoles, and don't see any references to Power Management settings anywhere in the agent configuration or agent settings...
As strange is it may sound, have you tried re-activating your server. Power Management is still a core LDMS technology so willbe included in a standard license. Also as Mark suggested check that the main LDMS administrator can see it / it's a role in Role Based Admin.
If the issue persists then you may be looking at a call to LANDesk support I'm afraid.
Strange, re-ran core server activation, and no change. Logged in with an administrator account, still nothing.
After opening a ticket with support, it was quickly determined to be a licensing issue - after an adjustment on their end, I reactivated the core and my Power Management features are now available.
