Looks like you don't have a c: partition to write or read to/from... Is this happening on new hardware only? Maybe the disk driver isnt loaded properly?
hi frank, not the partition is the issue. if you see the error and check the log i have attached above you would realize that c partitio is already there and some files that ctos task needed have already been copy, but only this file vcredist_x86.exe that always failed. My guess is issues between my network shape or prefferred server that i use. cause image and other files needed is in another prefferred server.

I only the see the error before the CTOS in your screenshot and nothing in the log you attached, to be honest, that refers to c:. Do you know why the command running before the CTOS also fails?
Network Shapers can cause all kind of issues, but you should be able to check what files are cached or not. Also remind that files for provisioning don't come from your Preferred server, but from your Core.
