Tested this in some environments - here are my result:
in ldms 95 only full landesk administrators can see scheduled tasks and policies other users can only see its own tasks and policies, public tasks and policies are not shown too.
in my opinion this is a bug and not a feature, so i will create a ticket

yes i have. Case Number is: 00632204. But Currently this case has the Status "Closed: TP Fix in Future" with Problem ID: 53249

I had a request that needed this functionality. ( I used it before in previous versions )
Different teams needed to follow-up the status of a deployment task but were not allowed to access the task ( or start it ).
My colleague created a small SQL query to detect the status of this specific task, used within a XLSX with an account with Read access to the Database.
Cumbersome, but it does the job for me.

I too opened a case on this issue. To see all tasks on a device, you must be a LANDesk Administrator. My case was closed as "Working as Designed". The explanation is that LANDesk now considers that ability to be a security risk and the functionality has been changed in LANDesk 9.5. I have already expressed my disagreement with this decision to our Technical Account Manager. In my opinion, if the machine is in your scope, you should be able to see ANYTHING that has been done to the device.
This cant be a risk because in public tasks all user can browse them too and manually get this information, but not in the right click menu
This has been solved in 9.5 SP1.
