Did you happen to check the privaledges for that action? When you create a new action, alot of times you have to give Execute rights for the role you want this to happen for. Might be worth checking. It'd be under the "Process Related Objects" for the module you created it for.
Privileges checked, indeed, execute for my new action was red, but change changed nothing... Also checked process, but I'm not sure if management users and groups is a part of any process ("Where Am I" icon isn't visible). From second hand - is that setting valid for administrators users, or SA?
I'm not sure that you are going to get an action to add a location to a customer. To add a location to a customer group open another instance of the administration component and drag your desired location on to the required customer group location, the cursor should display a plus sign when it is going to add a location.
