Any news on being able to lock down live?

We've had enough examples now to know that even the most patient and thorough administrators cannot rely on PROD being locked down from changes that kill T2L.

I had in mind a super designer disable button which stopped anyone from being able to make structural and reference list changes in PROD once it had been refreshed back to DEV/TEST and thus locked.  Without that type of feature, I fear t2l is a bit risky and will not save as much production down time as we would all like.
