My test cert has expired and the apple site wont let me renew it since it has expired. It looks like I need to get a new cert which will have a new APNS thumbprint and Push Subject so will probably require re-enrollment of all devices!
I would suggest you make sure you renew your cert ASAP as this should then keep the same APNS thumbprint and Push Subject so you shouldnt neeed to do anything but apply the new cert.

How do I renew APNS cert? Do I require to have cert request like step 1 in the link below? Then insert to Apple APNS cert portal?
You need to create a CSR request same as the orignal steps then sign it @ https://apnsportal.landesk.com/
You then can login to https://identity.apple.com/pushcert/ and renew your cert using the request.plist file.
NOTE: This is the theory as I havent been able to test as my cert expired but this should maintain the cert values so you dont have to re-enrol devices.

I tried your steps and found the following in the renew cert.:
1. Push Certificate Subject (no change)
2. Thumbprint (changed)
i want to ask whether the changed thumbprint cause re-enrollment of devices.
The subject is part of the payload so this looks like you wont have to re-enrol but the tumbprint is entered when installing the LD MDM software.
I found the thumbprint stored in the file APNSService.exe.config under the C:\Program Files (x86)\LANDesk\MDM\Services folder. You will have to update this in here but not sure if it is stored anywhere else sorry and the installer will want to uninstall only no repair option to update this.
I have renewed APNS cert. and applied to MDM as well. It seems no re-enrollment and re-enter password for policy.
