Not sure why exacatly these get there, but have been told a few times by LANDesk that it is safe to delete them. My guess is there were errors processing them and or they were not complete scans.
You clients will scan in on a regualr (daily is the default) basis and this will correct itself
Check your antivirus, I saw the same issue when the AV has no exclusions for landesk.
You can simply try to disable the AV on your core and check what happen to these .tmp
These are scan files sent from clients to the server. We were having an issue with Management Suite not talking with clients and have this same issue. Turns out that Management Suite was not processing these scan files, which caused an issue with connecting to or even seeing machines.
Issue caused by bad username and password used for Inventory Service and Managed Planet Service.
