The package bundles install in the order that they are listed in the console. So if you change the names to be 1_package_A, 2_Package_B, 3_Package_C ... etc. then that's the order they will install.
Also you should be able to use any delivery method just the same as installing a single package.
I think the intention for a package bundle is to nest packages together but I personally think it has been done the wrong way as you have to copy or move packages into the bundle instead of referencing the packages to the bundle. Thus completely messing up any kind of folder structure that may be in place. We instead make a package with a "do nothing" script and then add in the dependant packages.
OK, so for some reason I never clicked on Properties for the software bundles. The installation order is set in the Bundle package settings with the up and down buttons. Simple as that.
