While I cannot offer anything in the way of solutions. I can confirm that performing this in our environment 9.5 SP1 has the same error. This is on my remote console running on a decent VM, and also on our core using the main landesk service account which is on a beefy server (not virtualised). Have also tested on our recently patched 9.5 SP1 Dev environment with the same issue.
Have you already raised support log for this and had any response yet?

This issue was raised to support and evaluated as software defect and at the moment is being in process of fixing.
While the defect hasn't been repair yet, there's still a way to edit the report template.
On the core server, execute the following application :
(It's the report designer engine)
Then in the Designer, click on the button "Open", to open the file template (.rdlx.master)
You will find them in :
(USLetterLandscape.rdlx-master or USLetterPortrait.rdlx-master)
You can now modify the template and save the changes !!
It appears that this issue may have been resolved in SP2. I haven't been able to test it yet, but if the workaround doesn't work for you then you may want to try installing SP2.
I have just tried it and can confirm that this issue is fixed with SP2.
