You can use the standard LDSD RSS feed generator to do this sort of thing. You write a query that presents the data you want and include a publication date such as the last update. Then hook this up to the RSS generator as described in the manuals and give your users the result so they can subscribe to it using their favourite RSS reader. Reasonably modern versions of Outlook have such a reader.
Then when updates are done the query gets refreshed by the generator and your users will get an RSS notification.
Cant really do RSS, really need it to be email, as these are external clients used to recieving the information from email.
OK, then I'd take a look at giving people access to the action Add CC; if they add themselves in they will get the same updates the raise user will.

Yip, CC Recipient works nicely. Add a collection with Action called Subscribe Me once you have enabled the CC Recipient, and then value type the Current User into the Add CC Recipient automatic action.
One last Question. is there an easy way to remove added cc's?
You have to blank out the emal address in the Add CC list as LDSD doesn't allow you to delete collection items
