I think the developers hard code those
Yep just to confirm the tabs there are not anything to do with the window design and are part of the Administration interface. If you add any tabs to the window you'll actually get another row of them above those standard ones.
Exactly right, Stu. I found this out yesterday while talking to Martyn.
I find that much of the behaviour of objects in the administration module to be hard-coded, which can be frustrating when trying to customize specific behaviour. In my case, I wanted users that could be duplicated and belong to several different groups, but CIs not to duplicate and only be assigned to one group at a time.. There's no intuitive way to do this.
I was able to simply create a 2nd users collection on my group and attach it to the window like you said, which creates a 2nd row of tabs, but my CIs can still belong to several different groups at once, which I would like to prevent.
