All software (if you're deploying it as a package) should be run as LocalSystem, which should get around the UAC issue.
We have had luck pushing out packages with the feedback enabled in the delivery method so we can see where it gets stuck.

Which is the feedback enabled delivery method please and i'll give it a go? I have these options to choose from:
Bandwith-aware fallback distribution
Emergancy failsafe distribution
Install at next login distribution
Standard policy-supported push distribution

I'd create a new delivery method to test with.
Under Feedback and Timing, change "Package Progress UI" to "Display Progress to User"
That's great, thank you ever so much. It's installing now.
It's displaying a progress bar on the user's screen and installing successfully.
