The Mobile Self Service application is created as a web application in Configuration Centre. This is covered in the Setup guide under the section "Creating the Service Desk Web Applications" (pages 12-14 in version 7.7.1).
The application itself has no configuration. It takes its design from your "regular" Self Service which is covered in the Web Access Administration guide.
I found the documentation not quite crystal clear.
We have a dedicated framework for mobile, it makes life easier. After creating a new framework (I like using "Mobile" vs "name.framework"), the TPS file needs to include at the top of the in the <appSettings> section:

Need is a bit strong of a word, it's an option. But with it any device you use will be in the mobile mode. I find it easier for testing because I can use my browser and then shrinking the browser to about the size of the device I want to test as. Without the key above there is a way to flag certain models of devices to use Mobile. I find using the dedicated framework so much easier.
Just to clarify - Mobile Self Service is a separate application with no configuration. This last reply is referring to Mobile Web Desk which is the mobile ANALYST interface of Web Access.
