So one of the guys I work with came up with this: osascript -e 'tell application "Finder" to display dialog "enter message text here"'
But, how do I send this via LANDesk to mac clients?

You should be able to send that as a standard script within LANDesk using something like this as a:
REMEXEC0=ldkahuna "osascript -e 'tell application "Finder" to display dialog "enter message text here"'"
If you want something a little bigger and more obvious you can use BigHonkingText. Once installed it will even display messages over the LoginWindow and you can set it up so the messages cannot be removed by the user until they reboot the machine - great for "YOU MUST REBOOT NOW" messages.

I just tested it and the osascript does not work as a script - bighonkingtext does work and we have used that very successfully for user notifications.

My problem is that I can't install BigHonkingText on all the machines. I just need to be able to push the pop-up for emergency notifications on our campus.

You may have seen some of the articles floating around the web lately about the issue with the ARDAgent application. You could try using that loophole to have LANDesk send a script that will then have the ARDAgent run the applescript displaying the dialog. I don't know of any other way to display a dialog without actually installing software since the LANDesk scripts won't display the applescript dialog.
I just added the popup thing to my wish-list for LANDesk new features. I'm at CU Boulder and even when I worked for K-12 the popup was a critical need.
Last time I called LANDesk support and asked they mentioned that more people need to ask for it to happen before it's a reality. So, please call 'em and let 'em know how important this is for emergency management in education... THANKS!
I think if enough of us lobby we can get it added to the Right-Click menu- all of the code is already written- LANDesk just needs to link it together and make it work. For example, they already have right-click after a machine or group of machines is selected... they have CHAT which opens a window on the target machine and displays text... they have the ability to tell if the requested action from Right-Click failed or succeeded (which we could use for YES / NO responses... it's all in there...
This is one reason why I still keep ARD around, it's a built in function.
Seems like there ought to be an automator command to do this... if so, save the the script, zip it, and distribute as a package.
