I can't see what the rest of the issue is in your title as it is cut off. However, I will assume you cant see the form you want in Webdesk. In the Windows Manager, you need to click the form you want and enable it for web access. You might also have a view set to show something different, in that case you need to look at the view rules within the Windows Manager also.
I assume you created the shortcut for the console but forgot to check "Create this item for Web Desk also". It is impossible to still do this after you save. You can recreate the shortcut and publish it also to web desk or (what I always do) just create it directly in webdesk. Login as administrator, right click the place where you want it, add process shortcut and you will get a similar window like in the screenshot, just choose the module, object and process. If you create the shortcut directly in the correct webdesk shortcut group, you don't need to worry about publishing I only use the component maintenance windows for publishing, not for creating them.
