There are a few different ways this can be accomplished. One of the easier ways, would be to use the enabler configuration package to set these registry keys for you.
Within the enabler configuration utility, go into the Registry Tab. Once you are here, select the Root, fill in the Key, Name and Value, select the type of registry you are setting (string and dword are supported) and hit Add.

One of the ways is to create a package with the Registry file and deploy the reg file (e.g Power.reg) tp the root of application folder (\Application).
Also in the package - under the Package Information tab, in the StartUp Command add the following string:
\Windows\RegMerge.exe -q \Application\Power.reg

Note: there is also another reg key which does power timeout for when the device is in the cradle and connected to AC power.
