as far as I know this is not possible.
You can prevent users from executing actions with process preconditions, if mandatory data is not populated.
Which actions do you have in mind? If you don't want someone using a particular action, you can turn off the privilege for that in the role(s) they have
I think he is having the same issue I am having. He is trying to prevent getting an error by removing the actions you see when right clicking a task item in a tab at the bottom of a Incident or SR. When you are looking at an Incident or SR, scroll to the bottom and look at the Task Tab, the tasks list fine. However, when you right click one, and select any action(besides Open or Open in New Window), you get an error:

One of our users have reported the same issue, ie they right click on an open task within the task collection, click any action produces the error above. Did you get an update from support?

Yes this is still an issue in 7.8.1.
It on the engineering list to be fixed and we might see the fix to be in 7.8.2, but I cannot make any promises at this moment in time.

Just been notified this is fixed on the upcoming 7.8.3 release.
To be specific and to avoid any disappointment - what has been fixed is the bug mentioned - P5735 - the error when you right-click on an item in a tab. There is no plans at present to suppress the right-click menu altogether.
