The "Is Name" property on an attribute does not mean the value must be unique. It means that this is the value you want displayed if you view a list of records in a dropdown or tree. There is no way to enforce uniqueness.

but it's not enough, i can always create duplicate entry in a same reference list...

but i begin to believe it' a nightmare, a software witch can't manage a index on a business object, natively ! (execpt GUID but it's not suitable)

Can you please raise this with the support teams? You may be able to maintain the list elsewhere and just pull it through onto the window within Service Desk. They will be able to discuss the overall requirement to advise better.
