I ran into this same thing last week in my Dev environment.  I had originally installed 9.6 base, upgraded to SP1 and installed the new BridgeIT Workspaces stuff (which replaces FUSE).  I needed to run through the installer again (being that this was in Dev), so I uninstalled everything and ran the 9.6 installer again.  That's when I ran into the same issue you are seeing.  I wasn't able to figure out why the issue was happening.  I tried replicating the step outside of the installer and it errored out as well.  I also found that you can't do an uninstall because the installer just picks up where it leaves off if you haven't completed the install first.

My work-around was to trick the installer into skipping the step by editing the setup.xml (found in C:\ProgramData\LANDesk\ManagementSuite\Install\9.60\Data\Main) and changing the success state of that particular step to "True" (you find the most recent step at the top of the file) and you can change the red X to a green check mark by scrolling to the specific section that failed and changing the Exit Code from 1 to 0.  Changing the success state to true, just lets the installer move to the next step and keep working it's way down the list.  I want to say i had to change things a couple times because it would fail further down the list too.

I apologize because I don't have a copy of problematic setup.xml, otherwise i'd have included the specific lines for you to edit.  Once you start looking though, it shouldn't be too hard to find.

After the setup finished, I ran the uninstall (which may have had a similar problem with the same solution; i can't remember).  Once the uninstall was complete, i deleted everything LANDesk related from the registry and file system, and I even removed IIS and reinstalled.

Once everything was clean again, the install process was seemless.  While I don't know what the original problem was (my hunch is that it was the BridgeIT install), this seemed to work well to resolve it. Hope it helps!
